The Body of European Regulators for Electronic Communications (BEREC) held a workshop on Oligopoly Analysis and Regulation on 25 February in Berne, Switzerland. It aimed at fostering discussions regarding the application of the current regulatory framework to oligopolistic situations and their impact on market regulation.

In his speech, Jacques Bonifay, chair of the European Association of Full-MVNOs (EAFM), has stressed the need for long-term remedies to current market unbalances, based on a genuine reform of the wholesale scheme. As acquisitions between Mobile Network Operators (MNOs) reduce the supply on the mobile telecommunications wholesale market, an appropriate regulation is needed to ensure the competitiveness of all market actors to avoid oligopolistic environments. Jacques has insisted that remedies determined by regulators should be reviewed and adapted over time according to market realities.
